Focusing on the regions of Guzgan, Rob, and Kadagstan, Said Reza Huseini argues that local government formed a fundamental element of Bactria\u2019s political structure. These regions were governed by local rulers who administered social, economic, political, and military affairs through local administrative structures and personnel.
